I feel like this is one of those quotes that need explaining so I'm going to do that for you.
A storm can be seen as bad and ugly because it causes distruction, or it is just a nuisance to those caught in one. But when you arent caught up in it, and are admiring it from the outside, it can be beautiful. Think of snow in a small town, or rain in a big city, they make for amazing photographs.
To put it in perspective of relating to humans, you may feel a mess inside, but on the outside you are still beautiful.
